The 1st GTI AEO Working Group Meeting Takes Place in Beijing

The General Administration of Customs of People’s Republic of China in cooperation with the GTI Secretariat organized the 1st GTI AEO Working Group Meeting on 22 November 2016 in Beijing, China. This meeting is part of the project “AEO (Authorized Economic Operator) Cooperation Scheme among Customs Administrations”, which was approved at the 16th CC Meeting in April 2016. The goal of the project is to establish cooperation mechanism on AEO among the GTI member states to promote regional trade. The duration of the project is from 2016 to 2017, with an expected output of concluding a Standardized AEO MRA (Mutual Recognition Arrangement) Text by the end of 2017.

 

 
At the 1st GTI AEO Working Group Meeting, participants 1) shared information on AEO systems in each GTI member states, and 2) discussed the work plan for AEO Working Group. During the meeting, customs authorities of each GTI member states delivered presentations on their AEO system, including relevant legislations, AEO authorization criteria, procedures for authorization, benefits for AEO participants, progress on AEO MRAs, and challenges and future endeavors. Following each presentation, participants also had Q&A sessions and in-depth discussions on the details of AEO systems. 
 
Recognizing the benefits of AEO system in facilitating trade, as well as of the platform GTI provided for AEO cooperation among states, all member states reached a consensus that the project should be implemented by the end of 2017, and the AEO Working Group members will take initiative in drafting the Standardized AEO MRA Text. The participants also agreed that after finishing the project the AEO Working Group will issue a declaration by stipulating the details of implementing the project, and attach the Standardized AEO MRA text as an annex. 
 
Upon the successful conclusion of the 1st GTI AEO Working Group meeting, participants agreed that the next meeting to be held in Moscow, Russian Federation in spring 2017. In total, four GTI AEO Working Group meetings will be held, respectively in China, Russian Federation, Mongolia, and Republic of Korea.
