Energy
Energy Security – a stable, cost effective and sustainable supply of energy – is a precondition for the continued economic growth of the Greater Tumen Region and Northeast Asia as a whole. Energy security is threatened by several factors such as high growth in energy demand in particular in China, high dependence on Middle East oil supplies and limitedly located reserves with Russia as only one energy exporting country in the region. There is a concern that a lack of energy resources will constrain the economic and social development of the region. The GTI member countries have to devise some solutions to improve energy security and orient the regional energy mix towards cleaner energy.
The member countries of the Greater Tumen Initiative (GTI) had a shared opinion on the necessity of regional energy cooperation activities and recognized the energy sector development as one of the top priorities of the Greater Tumen Initiative at the 8th meeting of the GTI Consultative Commission (September 2005, Changchun, China). During the meeting, the GTI Strategic Action Plan 2006-2015 was adopted by the member countries. The plan called for the establishment of an Energy Board for GTI, and has highlighted the role of accelerated development of natural gas transport and utilization during the same period.
The main strategic goals and defined priorities for regional cooperation in the energy sector as follows: policy formulation for energy cooperation, establishment of an institutional framework for energy cooperation and the reduction or removal of non-physical barriers to regional energy projects.
To achieve these goals and promote regional cooperation in the energy sector, the GTI Energy Board was established at the 9th meeting of the GTI Consultative Commission (November 2007, Vladivostok, Russia), which will contribute to the improvement of energy security in the Greater Tumen Region (GTR) through regional energy cooperation. Furthermore, it would provide a solid foundation for better overall energy planning in the region and accelerating the GTI area’s economic development. The participants acknowledged that the Energy Board will serve as a facilitator for energy-related infrastructure development in order to accelerate GTI area’s economic development.
During the 10th meeting of the GTI Consultative Commission (March 2009, Ulaanbaatar, Mongolia), the participants agreed on the next steps for implementing the GTI institutional structures, including GTI Energy Board. They stressed the importance of these structures and reconfirmed their commitment to strengthen economic cooperation in key sectors of the economy.
The Inaugural meeting of the GTI Energy Board was held on 16 September 2009 in Ulaanbaatar, Mongolia. During this meeting, the participants actively reviewed the past and current GTI activities in the energy sector and discussed the areas and projects for energy cooperation in NE Asia in light of the GTI’s mandate for promoting regional energy cooperation. The participants deliberated on proposed GTI energy activities to be implemented in the coming three years, emphasizing the need to work collectively for the promotion of the cooperative projects in the energy sector of NE Asia.
