Tourism

The tourism sector was identified by the GTI member countries at the 8th meeting of the GTI Consultative Commission in 2005 as one of the 4 priority sectors, contributing to regional economic cooperation and development.

As indicated in the GTI Strategic Action Plan 2006-2015, the strategic objective for tourism sector is to “create an environment for tourism that facilitates increasing the numbers of international (cross-border) visitors to the Tumen area by between ten and fifteen percent per year.” It can be achieved by Facilitation of Cross Border Tourism Flows, Provision of Quality Tourism Facilities and Services, Improvement of Interpretation of Tourism Resources, Development of a Broad Range of Product Development Initiatives and Promotion of the Tumen River Area in Key Sources Market.

In order to implement the practical action and to enable effective coordination of respective policies in tourism sector, the creation of GTI Tourism Board was endorsed at the 9th meeting of the GTI Consultative Commission in Vladivostok, Russian (November 2007) and formally approved at the 10th meeting of the GTI Consultative Commission in Ulaanbaatar, Mongolia (March, 2009). The Tourism Board is to serve as an advisory council to governments in the sphere of the interregional tourism activities as well as an institutional tool to assist the achievement of the strategic goals in tourism sector.

United Nations World Tourism Organization (UNWTO) reported that the Asia-Pacific region is the second most visited region of the world in terms of international tourist arrivals and China, a participating nation of the GTI, is the leading destination of the region. In 2008, the Asia-Pacific region received a total of 184.1 million international arrivals out of which 101 million arrivals visited the North-east Asia region (the region in which the GTR is located). Forecasts for international tourist arrivals to the Asia-Pacific region show that there will be 397 million arrivals in 2020. The Asia-Pacific residents will constitute over one-in-four tourist arrivals globally 2020.

In the meantime, since establishing of the Tumen Programme, UNWTO provided it with technical assistance to improve the quality of tourism development and create awareness of the Tumen River Area as a new and unique tourism destination. The main activities completed include:

The Tumen tourism guide “The Tumen River Area New Horizon in Travel” was published in 2002, containing the general introduction of highlighted tourism attractions of GTI countries in English, Chinese, Japanese, Korean, Russian and Mongolian.

The brochure was the first of its kind and unifies the Tumen River Area as an integrated tourist destination.

Familiarization tour of the region for journalists and tour operators from Germany, Spain, United Kingdom, China and the Republic of Korea. The entire region was visited and the tour members had an opportunity to personally discover the wealth and diversity of the Area’s tourism product as well as tourism services. They also had the opportunity to meet and discuss tourism development with the central and local government officials of each participating country.

Marketing training programmes in tourism marketing and promotion were conducted for officials of the national tourism administrations and local tourism Bureau of the participating countries.

Three dimension project “Support to TRADP for Development of Tourism in the Tumen Region” consisted of a study on civil aviation development, a tourism database framework, market profiling and a product development study. It ended with Strategic Action Plan 2002-2006 for Tourism Marketing and Product Development in the Tumen region, endorsed by the member countries in September 2002 in Yanji.

At the 9th meeting of Consultative Commission, the project “Capacity Building on GTI Tourism at regional Level” was adopted as one of the GTI projects for further elaboration and resources mobilization. This project includes: the Creation of the Tourism Board; the publishing of the GTI Tourism Guide; and the promotion of the multi-destination tourism in Baekdu/Jangbai Mountain.

The Inaugural meeting of GTI Tourism Board, organized by the United Nations World Tourism Organization (UNWTO) and the Tumen Secretariat was held in Seoul, ROK (Jun, 2008) the main outcomes of this meeting were the approved of: 1) the Greater Tumen Initiative (GTI) Tourism Charter; 2) Terms of Reference of GTI Tourism Board; 3) the GTI Tourism Action Plan 2008-2009.

The 2nd meeting of GTI Tourism Board successfully took place in Changchun, China (Sept, 2009), back to back to the 5th Northeast Asia Economic Cooperation Forum. This meeting was organized by the GTI Tumen Secretariat, with support of United Nations Development Programme(UNDP), UNWTO and Jilin Provincial Government of China. The GTI Tourism Action Plan 2010-2012 was adopted and a few projects such as GTI Tourism Guide, Multi-Destination Tours, Visa study etc. were prioritized to be implemented in three years. The participants agreed to set up NEA Tourism Forum at an annual basis.

According to the GTI Tourism Action Plan 2010-2012, the Tuman Secretariat has been preparing the concept note and detailed plan and identifying donor/ financial resources for selected projects for their implementation.
