Environment

The Tumen Programme member countries are aware of the serious environmental problems in the region: the environment was one of the earliest areas of concentration of the Tumen Programme. Since 1992, 14 studies and reports concerning environmental problems were issued; as of 2004 the sector had attracted 85% of total programme funding.

In December 1995, the Memorandum of Understanding on the Environment was signed, pledging cooperation in protecting the environment of the Tumen Region and hinterland according to the principles outlined in the MOU.

In 2005, at the 8th meeting of the GTI Consultative Commission in Changchun (China) environment was named as one of the priority fields of the GTI activities as a cross-cutting sector.

In November 2007, at the 9th meeting of the GTI Consultative Commission in Vladivostok (Russia), member countries agreed to establish the GTI Environment Board (EB) for the Greater Tumen Initiative.

The main tasks of the GTI Environment Board are:

• Integrating actions on climate change in the general goal of ecological protection
• Integrating the protection of ecology within the common goals of sustainable development in the region
• Assessing the impact projects in the transport, energy, tourism and investment sectors has on the environment and the climate change
• Enhancing public awareness on environment issues
• Providing advice and support for “Green Investments and Industry”
• Supporting community involvement in ecological projects
• Lobbying the integration of biodiversity preservation and water quality issues into local development planning
• Elaborating plans and projects on eco-efficiency, mitigation of air pollution and greenhouse emissions reduction
• Promoting sustainable agriculture development and the use of renewable energy
• Seeking a closer involvement of international organisations and NGOs in regional ecological activities
• Cooperating with already existing environmental initiatives and organizations in the region

The Environment Board is a capacity building effort, which will strengthen and enhance already existing institutions, projects or initiatives. It will be a formal trans-border mechanism aiming to synchronize efforts of environmental protection in the Greater Tumen Region.

At the 9th meeting of the GTI Consultative Commission, member countries agreed on a range of concrete GTI projects. In environment sector, the projects include Environment cooperation (focusing on Trans-Boundary Environment Impact Assessment (TEIA) in GTR and Environmental Standardization in the Northeast Asia) and Feasilbity Study on Tumen River Water Protection. Now Tumen River project is under the bidding procedure by UNOPS with financial support of Global Environment Facility (GEF).

At the 10th meeting of GTI Consultative Commission in Ulaanbaatar, Mongolia (March, 2009) the composition of the GTI Environment Board was formally approved. The participant governments agreed on concrete steps for practical implementation of these projects.
