Tumen Secretariat
Institutional structure of the Greater Tumen Initiative
The 1995 Tumen Agreements provide for the following core institutions:
- The Consultative Commission for the Development of the Tumen River Economic Development Area and Northeast Asia that includes representatives from all five member states and is required to meet no less than once a year.
- A Secretariat, (the Tumen Secretariat) to the Consultative Commission which is located in Beijing.
Role of the Tumen Secretariat
The primary role of the Secretariat is to provide support to and execute the decisions of the Consultative Commission. Within the framework of the approved Strategic Action Plan 2006-2015, it prepares annual work plans for submission to the Consultative Commission. These work-plans reflect the Tumen Secretariat’s aim to ‘make a difference’ in the Greater Tumen Initiative through its activities as co-ordinator, facilitator, promoter and pressure group.
More specifically the Tumen Secretariat :
- Acts as a liaison between the public and private sectors and through extensive networking with private sector companies it will provide systematic follow-up to the investment conferences and related events.
- Identifies specific projects suitable for public sector financing and undertake to mobilise resources for their implementation.
