The Preparatory Meeting for the 6th GTI NEA Local Cooperation Committee (LCC) Meeting and the Working Meeting for the 4th LCC Logistics Sub-Committee (LSC) Meeting were concluded on 16th of May 2018 in Yingkou City, Liaoning Province of the People’s Republic of China. The meetings were hosted by the People’s Government of Liaoning Province, in collaboration with the GTI Secretariat, with the aim to review activities done by the GTI NEA LCC since the 5th GTI NEA LCC Meeting and discuss issues pertaining to preparations for the 6th GTI NEA LCC Meeting and the 4th LSC Meeting.

The meeting started with the warm opening speech, addressing by Ms. Zeng Xiaofei, Deputy Director General of Department of Commerce of Liaoning Province. Mr. Baajiikhuu Tuguldur, Director of GTI Secretariat, also delivered opening remarks and co-chaired the Preparatory Meeting for the 6th GTI NEA LCC Meeting with Ms. Zeng Xiaofei. 

During the morning session, representatives from member provinces exchanged information and views on major efforts in local cooperation, new cooperation proposals and ideas. Participants engaged in some analytical exercise on future perspectives of LCC by looking back at the past period of LCC’s activity since establishment in 2011 and discussed what they want from LCC as a platform and how they want to work together within the LCC framework in order to identify next steps. LCC Action Plan Matrix for 2016-2020 and the draft agenda of the 6th GTI NEA LCC Meeting have been reviewed as well. Moreover, participants focused on the arrangement of the joint session with central governments at the 18th GTI Consultative Commission Meeting and the 2018 GTI International Trade and Investment EXPO.

At the Working Meeting for the 4th LSC Meeting, which was held in the afternoon, the progress of LSC activities since the 3rd LSC Meeting was briefed by GTI Secretariat for LSC Members to exchange their comments. The outcomes of the Meeting with the Far Eastern Customs Directorate and Zarubino Port of Russia and the Assessment Form on the Information on Logistics Barriers were well reviewed. In addition, the Project of Chita Logistics Hub and the New Pilot Transport Testing Project were discussed in detail, and the Work Plan for 2018-2019 also came under the spotlight. Participants also reviewed the draft agenda of the 4th LSC Meeting which will be held in Tottori Prefecture of Japan on 13-14 July, 2018, back to back with the 6th GTI NEA LCC Meeting. As the host of the meeting, Yingkou City of Liaoning Province of People's Republic of China applied to become a new member of LSC.

On the following day, participants visited Transfar Yingkou Road Port Logistics Co.,Ltd and Liaoning Pilot Free-Trade Zone.
