Background

 

Northeast Asia is one of the regions with the fastest growth in tourism industry in the world. Tourism industry centre is transferring to Asia-Pacific Region from traditional Western Europe and USA, the capital potential of building various tourism routes by each country is becoming bigger and bigger, particularly for China, Russia, South Korea and those neighbouring countries. GTR is located in the radius of Northeast Asia with excellent geographic location; thanks to the quality tourism products and the homologous market the region is transforming into one of the most desirable scenic spots in the world. 

 

The establishment of this "Centre" has set up a positive platform to realise the sharing of tourism resources, market information and benefits for each member country in the Northeast Asia Region. Northeast Asia Cross-Border Multi-Destination Tourism Cooperation Centre may effectively realise the sharing of tourism resources, market information and benefit for each member countries in Northeast Asia Region as a favourable platform within LCC framework under the guidance of Tourism Committee after its establishment. It may play an active facilitating role in the tourism publicity and promotion organized by each country’s local tourism departments which dispatches staff, exchanged visits by tourists and all-around economic cooperation of trading and investment. At the same time, it provides a special opportunity for each member country to reserve human resources for further strengthening the tourism exchange and cooperation.

 

The establishment of the "Centre" in Jilin Province, China has been recognised by the member countries during the 5thTourism Board Meeting on September 9, 2012, held in Hunchun City, Jilin Province, China. During the meeting some member from China Committee introduced and submitted a project proposal named “The Establishment of GTI Northeast Asia Cross-border Multi-Destination Tourism Cooperation Centre” which was designed to provide a good service platform for all the Northeast Asian countries and realise information interoperability, resources sharing, strengthen the tourism cooperation between Northeast Asian countries and further promote the development of Northeast Asian multi-destination tourism through this platform. During the conference, under the encourage and advocating of UNDP GTI Secretariat and through the earnest discussion by all Tourism Committee member countries, the establishment of this “Centre” reached consensus, the rotating chairman from China side declared that Chinese government would offer relevant support. All member countries’ government expressed gratitude for the financial support offered by China.

 

Objective(s)

 

Ÿ   To promote the joint development of tourism economy in Northeast Asia, realise multilateral benefits, form win-win situation and play an active driving role in promoting the tourism collaboration in the region.

Ÿ   To set up a platform for carrying out tourism exchanges and depth cooperation among Northeast Asian countries, provide office space and necessary working conditions for the staff dispatched to serve in the “Centre” by each member country of “GTI” Tourism Committee, set up effective communication mechanism and serve various security works appropriately.

Ÿ   Develop Northeast Asia land-ocean joint transportation sea cruise tourism products and multi-destination tourism routes, and implement the pragmatic docking work for regional tourism routes.

Ÿ   To carry out the publicity and promotion of Northeast Asia multi-destination tourism products.

Ÿ   To eliminate the barriers to regional tourism policies, provide the facilitation for regional tourism customs clearance, be committed to build green channel for Northeast Asian tourism.

Ÿ   To carry out the subject research on regional tourism in Northeast Asia.

Ÿ   To carry out tourism consultation service and talent training..

 

Expected Output(s)

 

To improve the tourism service facilities and service quality as tourism destination in this region; further improve the multi-destination tourism products to satisfy the demands from different tourists so as to attract more visitors to this region for sight-seeing and holiday-making. Following are the action plans for carrying out tourism cooperation:

 

Ÿ   Implement the cruise project of Northeast Asia land-ocean joint transportation.

Ÿ   Facilitate tourism channel construction. Connect the tourism traffic network between China's Northeast Region and other provinces and Northeast Asian countries.

Ÿ   Integrate the tourism resources (traffic, historical culture, catering culture, main scenic spots, hotel, routes and major festival events) in the 6 Northeast Asian countries, and carry out depth development for those multi-destination tourism routes.

Ÿ   Set up GTI Northeast Asia Tourism Database platform on the tourism resources and tourism route products for each Northeast Asian countries.

Ÿ   Promote barrier-free travel in Northeast Asia, be committed to build Northeast Asia tourism green channel.

Ÿ   Erect tourism display column for each member countries in the "Centre".

Ÿ   Organize each member countries to take part in Northeast Asia International Regional Tourism Exhibition and Tourism Festival Activities.

 

Follow up actions

 

The centre will carry out specific tasks under the authorization and leadership of GTI, and each member country will send a seconded officer to the centre as soon as possible
