Inception Meeting of ESCAP-GTI Capacity Building Needs Assessment for Effective Power Interconnection Cooperation in North-East Asia

On 29 March 2022, the Inception Meeting of ESCAP-GTI Capacity Building Needs Assessment for Effective Power Interconnection Cooperation in North-East Asia was successfully organized virtually.

 

The meeting started with the opening remarks delivered by Mr. Sangmin Nam (Deputy Head of Office, ESCAP ENEA Office) to briefly introduce the background and agenda of the meeting, and followed by the presentation on Overview of the Capacity Needs Assessment Project and Situation Analysis by Ms. Yejin Ha (Programme Officer, ESCAP ENEA Office). General analysis of the electricity capacity of GTI members and bilateral cooperation on power trade between NEA countries were introduced.

 

Mr. Kanat Botbaev (Transit Expert, Energy Charter Secretariat) further presented the capacity requirements for effective power interconnection cooperation. He shared the experience and lessons learned from the infrastructure project and integrating power markets in Central Asia, as well as the EU marktet integration. Furthermore, Ms. Randi Kristiansen (Economic Affairs Officer, Energy Division, ESCAP) exhibited the ongoing regulatory capacity building projects on power interconnection in the Asia Pacific, planned activities, and the potential synergies with other projects.

 

Mr. Lei Xiaomeng (Chief Expert, China Electricity Council) moderated the session on the facilitated discussion on scope and stakeholders, where he first pointed out the key issues for consideration for effective power interconnection in North-East Asia, including economic, grid operation, legal and regulatory considerations, and integration of renewable sources of energy, etc., and then heard the initial feedback from GTI member states and speakers on the discussion questions.

 

Before the meeting close, Ms. Yejin Ha briefly displayed the general schedule for the project implementation, and the next steps including hiring the local consultants, collecting written comments from GTI members, and developing the methodology for the Capacity Building Needs Assessment to find the gaps comparing to existing capacity.
